The Advanced Diploma in Property & Facilities Management is designed to re-skill PMEs for a Facilities Management and/or Strata Management career and/or up-skill in-employed to extend job scopes in both of these sub-markets.

Course Description
The Real Estate Industry Transformation Roadmap (ITM) 2018 has drawn attention to the Facilities Management (FM) industry’s role in ensuring that buildings are well managed and maintained to ensure optimum performance and meet Singapore’s sustainability goals.
The Building and Construction Authority (BCA) established a FM Implementation Committee (FMIC) which defined its coverage of FM to Commercial and Industrial properties and other property types. A parallel initiative under the auspices of the Commissioner of Buildings (COB) at BCA working on the accreditation of Managing Agents (MA) defined its coverage of FM to Strata Properties comprising mainly of condominiums (residential) properties and a limited number of mixed use buildings. These developments create two distinct FM submarkets viz. Strata Management and Facilities Management.
The RECA Advanced Diploma in Property and Facilities Management provides integrated knowledge and skills to meet the unique job requirements of the Residential (Strata/Township) Management sub-market and the circa 30% overlapping knowledge and skills of the FM (Commercial, Industrial and other non residential building types) sub-market.
The Advanced Diploma in Property & Facilities Management (ADPFM) is designed to provide integrated knowledge and skills to enable:
- Those seeking career conversion or a career change to assume a Property Executive job in the Strata Management sub-market and an entry-level middle management Technical Executive job in the Commercial and Industrial Building Management sub-market
- Those in-employed to enhance their employability for assuming extended job scopes in either or both FM submarkets.

Mode of Delivery
The mode of delivery will comprise face to face lectures in RECA’s training centre in the Devan Nair Institute of Employment and Employability and practicum within and in the surrounds of the centre.
Assessment
There are two components of assessment in all four modules of the course: Coursework and Examinations:
Coursework
Coursework constitutes 50% of the overall mark for a module and comprises of the following:
- Participation in Tutorials/Discussions/Scenario-Based Participative Sessions and/or Group and Individual project work assigned throughout the duration of the module of 25% weighting
- An individual capstone written project of 25% weighting
All coursework assigned will provide the following details to guide course participants in the submission:
- Deliverables expected
- Date for submission of coursework for assessment.
Coursework will be assessed through group presentations and written submissions. The individual capstone project will be assessed through written submissions.
Coursework must be submitted by the due date. Failure to do so will result in the coursework not being assessed and graded as a fail. This will result in failure of a module even if a pass is secured in the examination component of the assessment. Course participants are reminded to set aside sufficient time for preparation and printing of coursework where applicable.
Learners should retain a copy of their coursework. It will assist in review and revision for the examinations. It also acts as a record of achievement of work done in the course. RECA reserves the right to make and retain copies of the learners’ assessed work.
Assessment will be in the form of in-person informal formative assessment involving desk top and in practice inspections, reporting and maintenance planning projects issued during the duration of the course. The formal summative assessment can comprise a desk top or real life project for individual or group work.
Examinations
Examinations constitute 50% of the overall mark for a module (done by weighting the marks obtained out of a total of 100 marks in a modular examination by 50%). Examinations will be scheduled progressively throughout the duration of the course when lectures for each module have been delivered.
Learners will have to meet the prescribed attendance and submit the required coursework where applicable, before being allowed to sit for examinations.
Certification
The passing mark for a module is 50. Course participants must obtain at least 50% in the Coursework component of assessment and at least 40% in the Examinations component of assessment respectively; this threshold rule for the Examination component will apply despite a pass mark of 50 being achieved when both components of assessment are aggregated.
Course participants who pass the required assessments in all four modules will be awarded the RECA Advanced Diploma in Property & Facilities Management.
The entry requirements to reflect the training requirements and subsequent job demands are:
- Academic Level: Diploma or Degree in engineering or any business-related field.
- Language Proficiency: O Level Credit English
Applicants not meeting the above qualifications may be required to take bridging courses.
The next intake of the course is scheduled to run from 22 June – 31 July 2026 on a full-time basis.

SSG Funding Overview

Absentee Payroll Support of up to $4.50 per training hour is also available, capped at $100,000 per enterprise per calendar year.

Self-sponsored learners who are NTUC members can enjoy 50% unfunded* course fee support for up to $250 each year when they successfully complete the course. Advanced Diploma graduates can progress vertically to RECA’s Post Graduate Certificate in Building Management and Surveying or laterally to RECA’s Specialist Certificate in Building Condition Assessment. Skills Future Singapore (SSG) mandates all private schools and their students to sign a Student Contract and Advisory Note for registered courses.
Student Contract
The Student Contract sets out the contractual commitments of both the student and the Private Education Institute (PEI).
The Student Contract is a critical document that governs the relationships between Real Estate & Construction Academy and the student. Prospective students should therefore understand and agree to the terms and conditions stated in the contract before signing it. The Student Contract needs to be signed before the course fee is paid.
The Student Contract contains information on course information and details of course fees, refund policy as well as additional information relating to the governing law and dispute resolution.

The advisory note points to important information that prospective students should read and understand or be briefed on before the Student Contract is signed.
